
Affordable Housing and Supportive Services Demonstration (AHSSD) Fact Sheet
What We Do
The Affordable Housing and Supportive Services Demonstration (AHSSD) pilot program provides federal funding to community action agencies (CAAs) and Tribes that receive Community Services Block Grant funding and own their own affordable housing units. Award recipients use funds to strengthen, expand, and enhance available wraparound supportive services such as educational opportunities, child care, mental health care, and transportation services to affordable housing residents.
Who We Serve
AHSSD helps CAAs expand affordable housing and related services to those with low incomes within their service area, increasing stability, economic mobility, and well-being.

Covington, KY
In Covington, Kentucky, the AHSSD recipient, Northern Kentucky Community Action Commission, identified affordable housing as a critical barrier preventing single-parent students from completing college degrees in a region where median rents exceed $1,600 monthly and nearly 56% of residents with only a high school diploma live in poverty. The program, called Lincoln Grant Scholar House, provided 45 affordable apartments alongside wraparound services, including case management, child-care support, financial literacy training, and career counseling. AHSSD services helped one mother complete her bachelor’s degree, arrange child care, receive RN licensure, find stable employment, and move into permanent housing following graduation.
